It’s commonly used in Mexican Spanish. Not sure whether I’ve heard it in other Lat. Am. varieties or not.
I’ve found a couple of possible alternative expressions: sí o sí, and como sea.
Yes, “no matter what” is another translation for all three. Although como sea of course has so many other possible translations in different contexts (meaning it can serve as an alternative to the other two expressions, but they can’t reliably substitute it ).
