Your rewriting is correct too, but consider Tom parece capaz de intuir cuándo irse for one that can’t easily be rewritten in that form.

Your analysis is good, but I think that cuándo would work better with future tense: “Tom parece capaz de intuir cuándo alguien tendrá problemas”, which is a bit like saying "“Tom parece capaz de presentir en qué momento alguien tendrá problemas”.
