In this sentence, can I not use ‘empacar’?

I can’t see what the cloze is from here – empacar means the same as hacer la maleta, but if the cloze is maleta, then obviously you can’t replace that with empacar.

My guess it’s hacer, and then it may be something of a tautology to say “empacar la maleta”.
