I’m guessing in this example the speaker is skipping some words that would trigger the subjuctive. For example,
“Tenemos que darnos prisa [para que] no sea que cierren la tienda.”
The future subjunctive is not used in modern Spanish. I’ve only ever come across it in the occasional proverb.
