Is there an implicit understanding that the luck being wished is “good,” or would this be more accurately rendered as, “We wish you luck”? Because, as it is, it doesn’t seem to specify whether the luck being wished is good or bad.

Yes, in this case, ‘buena’ is implied. But as far as I can tell, it’s the same in English, so ‘We wish you luck’ is a good translation either way.
