‘Arte’ is one of a handful of words that can be either gender, and you cannot tell from the article because it’s ‘el’ either way. Only on some expressions, the gender is rather fixed, and that’s the case here.
Maybe ‘indígena’ also induces confusion. This word doesn’t change with gender, there is no *‘indígeno’. So that also doesn’t tell you the gender of ‘arte’ – only ‘mexicano’ does.
