Echarse is definitely used idiomatically to mean “to consume” (eat or drink) in Mexican Spanish (& I believe in other varieties as well,) but I’ve never heard it used for comprar.

I have personally heard or used echarse in neither of those senses (in spain, echarse is rather to play a round of sonething), but seeing what you found, I guess the translator assumed that they bought the chiles to eat them on the spot
