I’ve never come across the expression “estar de llover” before. 
I think that it is a not-so-common simplification of Estar a punto de llover, but it happens.

No he leído ni escuchado hablar de estar de llover en mi vida. Lo he buscado y solo me sale el tiempo que hace en mi zona.
