I think there are other, similar sentences in the corpus which employ the subjunctive for both finite verbs, maybe with the connotation of “any help you may need”.
yeah, both are possible (in this case at least), but they have different connotations. As it is now it means:
“I hope you get all the help you (currently) need”.
If it was “… que necesites”, it would mean, as you said:
“I hope you get all the help you may need (whenever the need arises)”
