Why would hablarme be the better answer for this, and not decirme?
Roughly, hablar = talk/speak, decir = say. ‘Un poco’ in ‘habla un poco’ is closer to how you talk than to what you say; it isn’t the content, but the content is always the object of ‘decir’ (or ‘say’).
You can see it the other way and really ‘hablarme un poco’ could be replaced by ‘decirme algo’ in the original sentence. ‘Habla un poco’ = ‘habla un rato’ = ‘speak a while’ vs ‘Habla un poco’ = ‘di algo’ = ‘say something’; but we don’t say (*) ‘di un rato’ nor (*) ‘habla algo’.
