I’d say ‘a quien’ but ‘al que’ sounds awkward, like there is already a selection of people among which you’re choosing, which clashes with ‘quienquiera’. I’d also say cualquiera rather than quienquiera.
But I think that even in writing you’re more likely to see just ‘que’.
