Le daré estos gatitos a quienquiera que le gusten los gatos.

English Translation

I’ll give these kittens to whoever likes cats.

In formal writing, I should expect “al que le gusten”, “a quien le gusten”, etc, right?

I’d say ‘a quien’ but ‘al que’ sounds awkward, like there is already a selection of people among which you’re choosing, which clashes with ‘quienquiera’. I’d also say cualquiera rather than quienquiera.

But I think that even in writing you’re more likely to see just ‘que’.

I’ll keep that in mind, thanks!

There seem to be quite a lot of alternative formulations: sea quien sea, quien sea, el que sea.
