intr. Am. Tener validez o relevancia para algo. La norma no aplica a las compras hechas en el extranjero.

I’d say ‘se aplica’.

Strangely enough; the RAE doesn’t mention this usage.

It’s def. 2, ‘tr. Emplear, administrar o poner en práctica…’, the ‘se’ is ‘pasiva refleja’.
