I have seen sentences like “Mira Sandy, no se me da bien hablar.” (Look Sandy, I’m not good at talking."), so I would think so, yeah.

“It is not given to me to” exists or existed in English, too.

Yes, it is not commonly used. However, if it helps to associate ‘da’ with ‘to give’ then it can help learn the expression. " It is not a given (fact) that I am good at this."
