I recall seeing sentences where an adjective like ‘local’ comes after the “possessive adjective” in my own reading. I put the original sentence and the variant “Es el vendedor de fruta local” into DeepL to test, and got the same translation for both. Unlike in another comment, I’m not so sure whether the meaning changes (i.e., a local who sells fruit vs. someone who sells locally sourced fruit), or whether Spanish just has that kind of flexibility about adjective placement.
