Dear Everyone. As I understand it, ‘estar’ is used to describe emotions, and ‘ser’ is used to describe a more permanent state of being. Why, then, is the ‘ser’ form used here to describe emotion?

Happy is both a fleeting feeling and a state-of-being. E.g. Somos felices juntos. We’re happy together. Estamos felices por ti. We’re happy for you.

As with a vast number of sentences, there is no way of knowing which word is best without context.

This troubled me too. And IcyLake1322 is completely correct. I just want to add that after searching various sites it seems that feliz is used often, not always, with ser while contento is used more with estar.
