I find the two definitions given by the RAE somewhat contradictory.
sobre la marcha
1 loc. adv. Deprisa, inmediatamente, en el acto.
2 loc. adv. A medida que se va haciendo algo.
I mostly use it (and hear it be used) in the second sense; kind of in the same sense as in English “We’ll cross that bridge when we get to it”. I’m not sure of the usage for the first definition, but, then again, if you are solving problems as you go, they are more or less being solved quickly and in the moment, so maybe that is where it comes from…
