I believe that the nuance is the same as in French:
concluía = duration suggested = you had the whole day yesterday to meet the deadline
concluyó = hard stop suggested = yesterday is seen as a single point in time
The deadline for submitting proposals was yesterday.
So, if it was “ayer a las cinco”, it would have said “concluyó”?
