“The child ran to his mother.”
hacia only tells me he ran towards his mother. Wouldn’t hasta be more accurate?

hacia donde, as I understand it, means “where” or “to where” so this phrase has essentially the same meaning as hasta in this example.

On the other hand, donde is a bit redundant.
One could also imagine “El niño corrió hacia donde su madre, pero nada más arrancar se cayó”.
