You are talking about “El Clima” so “El Clima está FRIO/CALIDO/TEMPLADO”.
But when you are talking about climate without saying “El Clima” … so
Hace frío. Hace calor, Hace una temperatura templada .
Ah, I should have specified that I had expected ser, as the climate supposedly should be unchanging, unlike the weather. “El clima de la Antártida ¿es / está frío”?
