Why is it explique and no explico or explicarte? What was the subjunctive trigger?

If I’m not mistaken, the subjunctive trigger would be “que”.
As for your suggestions, I don’t quite see a way to use explico without changing the meaning of the sentence. You could, however, reorganise the sentence a bit (incidentally removing the subjunctive trigger) to use explicarte: “Déjame explicarte algo”

I think that’s a bit too broad, as there are many instances where que is followed by the indicative.

Instead, I think it’s valuable to think about the pattern “dejar/hacer/permitir que” being the trigger. It’s about letting or making somebody do something. Here you’re asking somebody to let you explain.
