Is there a difference in meaning or usage between cocinar and cocer, or can they be used interchangeably?

Cocer can mean to cook, to boil, or to bake.
Cocinar can mean to cook, but it can also be used figuratively, e.g. ¿qué estarán cocinando? “What are they plotting?” or me estoy cocinando en esta oficina “It’s baking in this office”.

Cocer = apply heat to food
Cocinar = prepare food in the kitchen
