Is tarta really pie in Spanish? In English a pie is quite different than a cake.

Tarta can be either. There is pastel which is either cake or pudding but not pie.

There are a lot of regional variations in the names of pastries (& foods in general, although to a lesser degree.) Especially when it comes to cake. In México, cake is pastel & pie is tarta. In Puerto Rico, cake is bizcocho, which is a word that refers to a variety of different pastries, depending on the country. In Argentina, cake’s torta while in México that’s a type of sandwich &, I believe, a pie in Spain (peninsular Spanish is not my strong point.)

You can always use WordReference and Collins Dictionary to look up new words in English. If your Spanish is good enough, you can double-check them against the RAE, they usually mark regional differences.
Nobody seems to agree on any kind of “universal” terms for cake / pie, as far as I’ve seen, though. You’ll just want to focus on the most widely spoken dialect that serves your purpose, and keep your eyes open for clues “out in the wild.”
