In Englesh, “conditions” can mean both, but absent context, saying “We cannot work under these conditions.” seems to imply external conditions, not necessarily ones that were negotiated or imposed, for example, maybe it is too hot or cold, or too dark, or too noisy, or something like that. We would be more likely to say “under these terms” if it was referred to imposed or negotiated terms.

In this particular sentence, Bedingungen is synonymous with Umstände.
