I’m reading it as emphasis indeed, I’ve seen a similar construction used in other sentences too (and upon occasion used it myself).
It is not strictly needed: “Voi riconoscete questi uomini” is also a correct translation.
On the other hand, you can say “(Voi) questi uomini li riconoscete?” and in this case you cannot omit the “li”. You can omit “questi uomini” (“voi li riconoscete?”) if the direct object of the sentence is known by context.
