Yes, in this context they are interchangeable. Usually it’s only in some set phrases (for example “med mera” “mer och mer”) that they can’t be switched.
I personally prefer to use “vill du ha mer?”

FWIW, if you search the corpus you will find a lot more sentences using “mer” than “mera”.
