I’m not a native speaker, but my understanding is this:
Kind of like “what” vs “which” in English.
Example
Actually, it depends on the number of people you are referring to: vem (Sp. quién) for one person (or unknown number), vilka (Sp. quiénes) for more than one.
That’s also a correct translation, as English who can refer to any number of people.
