" formelle Kleidung" to me seem preferable to “festliche Kleidung”?

You’re right, there is a difference.
“Fest” suggests there is something to celebrate, for example, a wedding or dinner party.
You don’t wear formal wear just to weddings though, but also to funerals. Funerals aren’t an event of celebration.
So for weddings, both “festlich” and “formell” work, but not for funerals.
I’d say “festliche Kleidung” is a subset of “formelle Kleidung”. To be on the safe side, you can always say “formell” as you suggest.
