Allegedly has a distinctly legal tone. I have heard it used non-legally, when someone wants to make sure that everyone knows they are repeating gossip. Thanks for posting the alternate word.

Morbroper, I see your English translation is “civilian”. Mine is “commercial”. I think yours is a better translation. Commercial is civilian, but not all civilian (non-military) planes are commercial (having to do with making money).
