制度 zhìdù system (e.g. political, adminstrative etc) / institution
规则 guīzé rule / regulation / rules and regulations

I agree, the sentence as is is weird and 制度 doesn’t fit well.

As a native english speaker and English teacher I can assure anyone interested that the English sentence is unnatural too, and suggest the above changes. I have given several options for the last word because I’m not certain what they wanted to say.
