Yes, many of the sets for Japanese (I don’t know if it’s the same for other languages) use the same phrases for the same sets, even if they mean something (completely) different, which happens more if it is written in Hiragana of course. It makes sense with all the homophones in Japanese.
It also sometimes happens in the middle of some verb form or something similar which is even more annoying.
