大いに～する気がある and 大いに～する意欲がある are unnatural collocations when describing oneself.
意欲がある doesn’t always mean “want to do”. The speaker is not actually willing to study abroad. But if it is necessary (e.g., direct order from his supervisor), he is okay to study abroad - In this case, you can say 意欲がある.

強い意志がある (not 強い意欲) is better in this sentence structure. 強い気持ちがある also sounds natural. But these phrases are similar to “be committed to studying abroad.”

I would recommend the following alternative expressions:

  • (highly colloquial) 私 (or 俺)、むっちゃ海外で勉強したい。
  • (somehow colloquial) 私は海外留学にすごく行きたい。
  • (formal or like talking to teachers/bosses) 私は海外留学を強く希望しています。
