From what I’ve learned and read up on. They both work but the reason for 女性 being the answer is because of the literary context or because it’s a formal context.

美しい is basically for formal writings while 綺麗な (きれいな) is a general common term. On top of that, ~です sounds formal. Therefore, 彼女は美しい女性です sounds very descriptive from an objective perspective with less emotional attachment. If you replace 女性 with 女の人, emotional attachment slightly increases, but there is no significant difference between 彼女は美しい女性です and 彼女は美しい女の人です.
I find 彼女は美しい女性です redundant. 彼女 is obviously a woman. We usually drop the subject 彼女は or 女性/女の人. Moreover, we don’t usually say 彼女.
あの女の人、きれいだね。
あの女性、きれいだね。
あの人、美人だね。(Note: 美人 is used only for females.)
These three sentences sound more natural for conversations.
