You are correct. 被害を被る should be こうむる, not かぶる. I checked the TTS by Google Translate, but GT also mispronounced it as かぶる.
かぶる means “to wear (a hat, veil, etc.)”, “to be covered with sand/dust”, or “to compensate someone else’s financial liability”.
But 被害 (financial or physical damages) is always followed by こうむる.
