Yes, ハメる (active verb) and ハメられた (passive form) means “to frame/framed”. They can be used in the following cases:

  1. As an accomplice/scapegoat: Mary is a mastermind and got Tom involved in her fraud as an accomplice. Tom was so credulous that he didn’t know the scheme at all, and now says to the police “おれ、うまくハメられた” (I was framed by Mary.)

Fair enough. The dictionaries I’m looking at suggest that the “frame” meaning is normally spelled in hiragana, and katakana gives it a vulgar connotation. But maybe that’s just a prescribed style that isn’t commonly adhered to.
