Hmmmm… 揚げ should mean fry. This could have been the result of a spelling error in the original English somehow: kite-flying → kite-frying. But also, 上げ is pronounced the same way as 揚げ and maybe makes sense as a term for flying a kite. It could be either one of these mistakes, or a pun, or maybe I’m wrong and this is a perfectly reasonable spelling for some reason.

揚 is the correct Kanji. Look up the article about “lift (force)” in English Wikipedia. It is linked to the Japanese Wikipedia “揚力”.
primarily means “to fly high/lift”. We also use the Kanji to say “to fry with oil”.
