I’m not quite sure what this sentence is supposed to mean, is it like “I vouch for him/ his honesty”?

彼が正直なのは認めます。= I have to admit that at least he is a honest man, but…

I answer for his honesty. = 彼は正直者だとお約束します。(しょうじきもの、おやくそく)

なのは認めます implies that the speaker is reluctant to admit. But the speaker doesn’t like his other characteristics. That’s why I inserted “have to”, “at least”, and “but…” The speaker negatively evaluates “him” while the listener does so positively. The speaker is now counterarguing.
