Is this really the most idiomatic way to say this? Seems repetitive.

Good catch. The Japanese sentence is grammatically broken and sounds very unnatural. Also, the English-Japanese pair doesn’t match each other. Another bad example sentence from Tanaka Corpus…
They drove a tunnel through the mountain. = 彼らは山トンネルを車で通過した。(pron. かれらはやまトンネルをくるまでつうかした。) or 彼らは山を抜けるトンネル内を車で走行した。(pron. かれらはやまをぬけるトンネルないをくるまでそうこうした。)
トンネルを通した in the original sentence means
Someone built a tunnel.
Apparently, it’s not in the context of driving but of construction. If so, 山を通した is a terrible collocation. We usually say:
山を切り開いてトンネルを通した。= Someone built a tunnel by drilling a mountain. (pron. やまをきりひらいてトンネルをとおした。)
