I think 一時 can simply mean “temporarily.” Would “for one hour” not more likely be 一時間?

As @cstuartroe explained, 一時 in this context means “temporarily”. I give you some example sentences using the phrase 一時:

車は横断歩道の手前で一時停止した。(The car made a brief stop right before going through a pedestrian crosswalk.)

イスラエルとパレスチナは一時休戦に合意した。(Israel and Palestine reached an agreement on the temporary truce.)
