OK, so I think the idea here is that something WAS in someone’s jurisdiction, but is now exiting from it. The common English expression that “this is out of my jurisdiction” (right now) is usually ‘έξω από τη δικαιοδοσία’ or ‘έκτος της δικαιδοσίας’.
