You are correct. 期待外れ is used only in negative context in Japanese but the English expression can be both positive and negative.
By the way, I definitely prefer 全くの期待外れだ (with の) over 全く期待外れだ (without の). I also feel この大学での生活 is NOT wrong but a robotic unnatural translation.
ここでの大学生活は全くの期待外れだ。(lit. My college life here is a total disappointment.)
is more natural. 大学生活 is a frequent set phrase.
