この大学での生活は全く期待はずれだ。

English Translation

Life at this college is nothing like I expected.

“Nothing like I expected” does not have to be bad, but 期待はずれ surely do.

I would go with “life in this college was really a disappointment”

You are correct. 期待外れ is used only in negative context in Japanese but the English expression can be both positive and negative.

By the way, I definitely prefer 全く期待外れだ (with の) over 全く期待外れだ (without の). I also feel この大学での生活 is NOT wrong but a robotic unnatural translation.

ここでの大学生活は全くの期待外れだ。(lit. My college life here is a total disappointment.)

is more natural. 大学生活 is a frequent set phrase.
