Is a better English translation “I agree with his proposal”? (“with” instead of “to”)

I support the current Clozemaster version:
I agree to his proposal.
As this answer explained with a reliable source, agree “to” is used when someone “consents” – See B (1). On the other hand, you use “agree with” when person A and person B have the same opinion.
The tricky part is not probably about English but Japanese. There are some differences between 同意 and 合意（ごうい）, both of which are often translated as “agree” in English and get English speakers confused.
