Which pronunciation is correct? The voice says “わた” but the annotation says “めん”.

If the skirt is made from a typical flat cloth of cotton, it should be pronounced as めん. You can also replace 綿（めん）with 木綿（もめん）in this context.

If it is a “down skirt” (i.e. stuffed with down or equivalents), it should be 綿（わた）のスカート or 綿（わた）の入ったスカート.
