Why is it not どっちもつかず？the inclusion も feels appropriate. Is it because it’s just a set phrase?

We don’t say どっちもつかず. どっちつかず is a set phrase.

I guess you mixed up with どっちもどっち. You cannot drop も from どっちもどっち.
