Are there general rules when 不 is pronounced ふ vs. ぶ?

First off, お金不足だ sounds unnatural. We usually say 私は金欠だ（わたしはきんけつだ）or 私にはお金がない.
There is not particle such as が, を, and は between a noun and 不足. If so, we pronounce 不足 as ぶそく (BUsoku) instead of ふそく (FUsoku). It’s just a matter of liaison. If you replace the original sentence with 私にはお金が不足している, it should be pronounced as おかね が FUそくしている.
