Tom is making progress.

I get that fare progressi is a set phrase, but when would you use progresso in its singular? Would something like “we have had a year of progress” also be “abbiamo avuto un anno di progressi”? I guess to an extent progress is always plural as it’s an amalgamation of things, but not too sure about the rules here… Thanks
