The Indonesian-English pair doesn’t match each other.
"Berpangku alone means “to sit on one’s lap”. And “berpangku tangan” as an idiom is “to do nothing”. The full sentence means “Tom loves to just do nothing”.
But “flaky” in English means “eccentric/crazy” or “undependable”. Tom in the Indonesian sentence is a lazy guy, but it doesn’t always mean he is also an eccentric/undependable one.
