For some reason, the English translation says “Tom is ahead” when the source material from Tatoeba really says “Tom’s pushy”.

Therefore, what is wanted is the Swedish word for “bothersome, intrusive, pushy, aggressive”.

I would say “framåt” has a positive ring, like full of initiative, “initiativrik” ( = “rik på initiativ”).
