What are the rules for shortening the infinitive by removing the last letter “e”? Is this a mistake? Are “comprare” and “comprar” interchangeable?

I am not aware of any specific rules.
The tendency to shorten the infinitive is a regional thing.

I feel that Italians do almost every thing to speak very, very rapidly and this sentence is an example in kind: Without the “e” it “flows” much better.

I don’t fret too much. In writing I use the “e” when in doubt and when spoken, you will be very hard pressed to hear the “e” at all.
