I asked the natives, and they said:
Wiktionary doesn’t tell the whole truth. With the meaning “everywhere in X”, ympäri is a preposition with genitive: ympäri maailman, ympäri kaupungin, ympäri Suomen, etc.
Interesting indeed: none of my grammar books mention this usage. One of them mentions kautta maan (all over the country), though.
