Yes, I think “siezen und duzen” would be an odd thing to ask. It’s one or the other.
The only time I can think of this German sentence would make sense, is if they were talking about German exercises in class which happened in the past and they did not do correctly, which is a really specific rare example.
Even with “oder”, in my opinion, it would sound better with “sollen” instead of “sollten”.
If I had to ask the question myself in German I would probably ask something like “Ist es okay, wenn wir uns duzen?” which might sound a bit too colloquial/denglish.
Maybe “Können wir uns duzen?” might be best.

I’d even say “Sollten wir uns duzen?” is enough. No need to ask for siezen, since siezen is the default if you’re unsure whether to use “Sie” or “Du”.
More natural than the stilted “sollten” would be “Wollen wir uns duzen?”
Or, more loosely, “Darf ich dir das Du anbieten?” “May I offer you first-name terms?”
